For consultants, worth its weight in gold
While not a cookbook, this is definitely a "how-to" book by a woman who's forgotten more about "how to" than I'll ever know. Betty explains not only how to research, analyze, and document the entire spectrum of possible environmental impacts, but why, and she does it in easily accessible language. The bulk of her experience is in transportation, and it shows in the text, but the principles and procedures apply to any federal project.
